Ceylan was elected muhtar by a single vote, initiating a significant change in the village.

Despite limited resources, he undertook important projects with the support of the villagers. Upon taking office, Ceylan renovated the village muhtar office and completed the interior and exterior painting of the mosque.

Ceylan focused on projects that would ease the lives of the villagers. He implemented many projects such as mosque renovation, cemetery arrangement, and the construction of new fountains.

To enhance village security, he installed 10 security cameras and resolved over 50 drinking water network failures during infrastructure works. Additionally, he installed a solar energy system to increase energy efficiency.

Ceylan emphasized that they achieved these projects together with the villagers, stating, "We do not boast about what we have done; we take pride in achieving these together with you."
