Born in Ankara in 1982, Şahan studied City and Regional Planning at Mimar Sinan Fine Arts University. He started working as a contracted employee at Beylikdüzü Municipality and rose to the mayoral position through merit.

In the 2024 local elections, Şahan was elected mayor with a record 67% of the vote. His projects include 'Our Street', where certain streets are closed to traffic on specific days to create play areas for children.
